John developed Trilogy, a design and construction company focused on Navy platforms. Trilogy contracted the first two “Mega Yachts” in the United States of American Bureau of Ships standards – each at 150 feet designed by Gerhart Gillgenest and constructed by Tacoma Boat on Puget Sound.  Trilogy purchased the brand “Striker Yachts” and became Striker Pacific Corporation. Trilogy Yachts were redesigns of US Navy mine countermeasures platforms as well as FF or FFG Frigates. Trilogy shared shipyard capacity with the oceanographic research ship USNS Hayes (T-AGOR-16) in Tacoma and the US ocean research ship Quest at Orange Coast Shipyard in San Diego.   John also worked with maritime projects at JM Martinac Shipbuilding on the Thea Foss Waterway in Tacoma, and Naval Sea Systems Command, NUWC Keyport. John graduated from Benedictine University, Chicago, with an MBA in International Management, and NCU, San Diego, with a Ph.D. in Education eLearning, and is an Associate Member of The Society of Naval Architects and Marine Engineers (SNAME).  Served (9) nine years as Associate Faculty, The Forbes School of Business currently housed within the University of Arizona Global Campus. 



Don graduated from California Maritime Academy in 1982 receiving a BS and a commission in the Naval Reserve. Then the University of Puget Sound School of Law taking his Juris Doctor J.D. to practice admiralty law. Next, the oil and gas industry in transportation operations becoming a black oil and jet fuel trader.  After the merger between Phillips and Conoco, Don headed up all the domestic (Jones Act) marine movements for the newly formed ConocoPhillips. Moving back to his homeport of Seattle, Don worked as a General Counsel for a petroleum distribution company in Alaska and Hawaii managing leases and complex purchase sale agreements for oil terminals. Today Don works full time for the Bureau of Indian Education processing FOIA requests and working on legal/marine/oil projects for several clients.



Ruth Jackson is Chief Executive Officer of RBJ Agency LLC, Arlington, Texas, and a Teaming Partner with Sparrow Baptiste She brings federal agency and taxation experience encompassing the Department of Revenue (IRS), US VI Bureau of Internal Revenue, and the Department of Homeland Security.   Ruth manages large system-wide services under performance-based contracts.  She streamlines workflow processes with money-saving efficiency.  She is experienced in selecting, training, and leading dedicated and diverse high-performing project staff including project management and computer software.  Ruth Jackson holds a BBA in Accounting from Texas Wesylan University and an MBA in management from Amber University and is a certified contracting representative.



Kurt Van Laar, CTO Xtensor Systems, is a Teaming Partner with Sparrow Baptiste. At Xtensor, he is responsible for research and development related to military equipment and special projects. His work relates to missile countermeasures and decoy systems. He designed disposable sensor arrays for U.S. Navy SOCOM and Autonomous Control Appliances for the industry. He implements designs from hardware schematics, PCB layouts, and fabrication providing fully functioning products. Kurt has authored several NASA technical briefs related to laser spectrographic analysis and high-temperature seals for rocket engines. Kurt is a competent hardware/software system-level designer authoring several classified patents relating to aircraft decoys. His undergraduate degree is in Biology & Geography The University of California Northridge.



Jennifer Sullivan manages projects across multiple domains. She has worked extensively in both the government and private sectors. Jennifer brings extensive depth and experience pulling together project teams across various disciplines and industries. She graduated in Business Administration and Computer Development and holds a Microsoft Network Administration (MCSE), and Microsoft Certified Professional (MCP).
